2011 - 2012 Prime Sponsored Bills

Senate Bill 2 – Legislation reforming the doctrine of Joint and Several Liability.  Under this act, a defendant found less than 60% liable would be required to pay only their proportionate share of a judgment.

Senate Resolution 18 – A resolution honoring the 100th anniversary of President Ronald Reagan's birth on February 6, 2011 and recognizing February 6, 2011 as "Ronald Reagan Day" in Pennsylvania.

Senate Resolution 38 – A resolution directing the Legislative Budget and Finance Committee to conduct a study on the feasibility and effectiveness of converting the Southeastern Pennsylvania Transportation Authority bus system to natural gas fuel.

Senate Bill 326 – Legislation providing parents of a stillborn child the option to request a certificate of birth resulting in stillbirth from the Department of Health.

Senate Bill 559 – Legislation that renames the Commonwealth Keystone Building, the Thomas D. Larson Building.

Senate Bill 561 - Legislation that would require employers to provide employees with a clear notice if workplace e-mail messages are monitored.

Senate Bill 562 – Legislation that would allow for gains or losses in one class to be offset against another.

Senate Bill 563 – Legislation to increase the net operating loss (NOL) deductions for start-up companies subject to the corporate net income tax (CNI).

Senate Bill 642 – Legislation providing for the Department of Health to license, if minimum standards health standards are met, abortion facilities in the Commonwealth.

Senate Bill 752 – Legislation removing the sprinkler requirement for one and two family homes and providing reform to the UCC code adoption process.

Senate Bill 814 – Reenacts the Education Mandate Waiver Program used by school districts, intermediate units, and vo-tech schools to allow for these institutions to apply for waivers of certain state requirements.

Senate Bill 932 – Legislation removing the expiration date for the telemarketer "do-not-call" list.

Senate Bill 941 – Legislation increasing the maximum fine for underage drinking and public drunkenness to $1000.

Senate Bill 942 – Legislation increasing the grading for repeated underage drinking violations to a third degree misdemeanor.

Senate Bill 943 – Legislation allowing a municipality, which is home to all or parts of a Pennsylvania college or university to chare an additional $100 fee on alcohol-related convictions.  All funds collected must be used for an alcohol offense prevention unit.

Senate Bill 944 – Legislation allowing a municipality with a full time police force to opt out of Liquor Control Enforcement jurisdiction, in favor of their own enforcement powers.  Under this bill, all fines levied by local law enforcement dealing with alcohol violations would return to the host municipality.
